Hurrican Dean Packs a Whoopin'

Sometimes I wonder why people in "tornado alley", or anywhere near the Gulf of Mexico can be ok with living there. Year after year they get pummeled with tornadoes or hurricanes and they just keep building.

Am I missing something?
